Signals That Cross Walls and Hills: Starlink's Low-Band Spectrum Buy Targets Complete Phone Coverage

The hurdle is cleared; the physics remain hard — Musk's satellite-to-phone service must prove low-band signals can survive walls, foliage and terrain before 'complete coverage' becomes literal.

Elon Musk has put a single phrase on the record for what he wants from Starlink's latest move: 'complete phone coverage in America.' With a key hurdle now cleared and low-band spectrum in hand, that phrase reads less like rhetoric and more like an engineering target.

The value of low-band spectrum lies in how it behaves. Lower-frequency airwaves travel farther and punch through obstructions far more effectively than the higher-frequency blocks typically prized for raw capacity — precisely the property a satellite operator needs if its goal is a signal that reaches a phone indoors, under trees, or behind a hill. That is why the acquisition and Musk's coverage vow belong in the same sentence. Ordinary capacity upgrades would not deliver 'complete' anything; penetration would. The report itself concedes the gap: Starlink Mobile's satellites may only 'eventually' reach the point of delivering signals that survive walls, dense foliage, and hilly terrain.

The operative word is 'eventually.' Nothing here suggests the capability exists today — it is framed as an improvement the constellation could achieve, which leaves the hard demonstration still ahead.

For SpaceX, the sequencing is telling: secure the spectrum, clear the hurdle, then attack the physics. Signals that hold up through walls and heavy canopy are the difference between a service that works in open fields and one with the pocket-level reliability subscribers expect from any phone network. 'Complete phone coverage in America' is only a defensible claim if the second scenario holds. Until the satellites prove they can sustain a connection through foliage and uneven ground, the phrase remains a target rather than a description.

What remains, then, is a test of execution. If Starlink Mobile can convert low-band reach into wall-piercing, foliage-proof, terrain-defying service, Musk's phrase stops being aspirational — and the definition of phone coverage in America gets rewritten from orbit.
