Anthropic, OpenAI and other leading labs are reportedly building contingency plans and running runaway-AI havoc scenarios — with managing Congress among the named priorities.
Some of the most consequential planning underway in artificial intelligence has nothing to do with GPU allocations or power contracts. Tom's Hardware reports that the industry's leading laboratories — Anthropic and OpenAI among them — are drafting contingency plans for a catastrophic AI event and running scenarios in which a runaway model wreaks havoc.
The scenario planning itself is not the striking part. The intended audience is.
According to the report, one focus of these contingency plans is how to manage Congress in the aftermath — how the labs would handle lawmakers once a catastrophic event puts them squarely in the spotlight. The rehearsals, in other words, run past technical containment and into political damage control.
Two implications stand out if the reporting is accurate. First, the frontier labs are treating a runaway-AI event as serious enough to war-game — not merely rhetorical material for safety commitments, but an operational contingency with playbooks attached. Second, and more telling, the work centers on Washington. A catastrophic failure would not only be an engineering crisis; it would immediately become a governance crisis, in which public trust, regulatory scrutiny and congressional hearings shape whether these companies retain the standing to operate. On this reading, the political aftermath of a disaster is treated as nearly as consequential as the disaster itself.
The reportedly qualifier matters here. The picture comes through journalism rather than official disclosure, so the depth of the plans, who authored them and how often the scenarios are run remain unconfirmed. What is clear is the direction of the planning: outward-facing and political, not purely internal.
For an industry whose buildout ambitions hinge on goodwill in Washington, the existence of congressional-response rehearsals — however hypothetical the trigger — is a signal worth tracking.
